Why do we do Preventative Maintenance?
For every dollar spent on preventive maintenance, $4 to $10 is saved on rehabilitation.
Rehabilitation and reconstruction costs about 14 times as much as pavement preservation projects per lane mile over the life of the project.
Focusing on maintenance activities on the surface preserves the large investment in underlying layers. This promotes the use of relatively low-cost seals and thin overlays as the primary maintenance techniques, instead of more costly types of rehabilitation.
Consideration also needs to be made of reduced travel time, reduced vehicle operating cost, decreased work zone delay, etc. otherwise known as user costs.
